He serves on the Shariah boards of the Central Bank of Bahrain, the Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI), International Islamic Financial Market, the Islamic Rating Agency, the Dow Jones Islamic Index and others.

He was awarded his first degree in Shariah from the University of Kuwait in 1988 and his doctorate from the University of St. Andrews (United Kingdom) in 1993. In 2002, he completed his external Bachelor of Jurisprudence at University of Malaya. Dr. Bakar has published numerous articles in academic journals and international conferences. He is the Chairman of the Central Shariah Advisory Council of the Central Bank of Malaysia and the Shariah Advisory Council of Securities Commission of Malaysia. He also serves on the Shariah boards of Accounting and Auditing Organization for Islamic Liquidity Management Corporation (Kuala Lumpur), International Islamic Financial Market (Bahrain), Dow Jones Islamic Market Index (New York), Oasis Asset Management (Cape Town and Dublin), Financial Guidance (USA), BNP Paribas (Bahrain), Morgan Stanley (Dubai), Jadwa-Russel Islamic and others. Dr. Bakar also advises regularly on capital market product structuring such as Sukuk.
